To use the commentaries, the producers must obtain a release from the
participant. As many actors, not just the girls, prefer to be paid for
their work, no release was obtained.

Nope, the commentaries constitute a new performance and thus fall
outside the original contractual agreement.

Sparce would be a better description for the extras. WB had a pattern of
contract bungling for GG, much of the blame for which they foisted off
on various folk on the talent side of the equation, e.g., the
Palladinos, Bledel, Graham, Patterson. The network also did a lousy job
of buying Emmys for the show. (Don't be naive, Oscars, Grammies, Emmy,
etc. are all to some degree purchased.) Contract negotiations would
have been much easier if WB had at least budgeted enough funds to buy a
few major nominations.
