He's also kind, brave, strong, and completely devoted to her. And he
went against all of his upbringing to help her in Pylea because he
fell in love with her. And while he didn't precisely give up a
throne for her, he did choose her over trying to regain it.
Add all that together and Groo pushes a LOT of the "ideal romantic
fantasy guy" buttons that Cordy's absorbed (by osmosis, if nothing
else) for her entire life. I don't find it at all surprising that
she thinks she's in love with Groo for a while. I'd almost find it
surprising if she didn't.
