She's never been a leader of an army.  She's been the leader of the 
whole group of Scoobies since at least Season 4.  And she's always 
been the leader of the core peer trio of herself, Willow, and Xander.

Adjusting to being a different type of leader and balancing that 
against her older (but still important) role of leader of a group of 
friends is one of the things Buffy is struggling with for much of 
Season 7.
