Only Gunn and (probably) Lorne actually decide to accept the deal
independently of Angel. Wesley is at least considering it (perhaps
because of Lilah?) but hasn't made a definitive statement. Fred is
clearly opposed.
Then Angel announces his "executive decision" and that changes the
situation.
