Forgiveness wasn't enough for him, the way it is for most Buffyverse
characters. The dichotomy the show presents is that Holtz's revenge
against Angel combined with the series of unfortunate events afterward
created a Connor who, in the end, couldn't be saved, yet he also has a
fundamental "more to being human" that deserves a better chance at
life. For the purposes of the story being told, I think it works
well, and it also paves the way for the S5 rewrite you like in which
he's given back his memories once he's capable of living with them.

The show kinda takes that should-we-call-it-a-relation****p as far as
it's capable of going, given the personalities involved.
