I've not seen one, but I don't know for sure. Certainly there are
some low-price paid servers. They have a lot of incompletes {not all
of the parts making up a whole file are available}, and they don't
retain the posts for very long, but they're easy on the pocket book.
In this, Google is your friend.
Definately a more economical way is to use IRC. As I understand it,
most all of the BB stuff posted in alt.binaries.tv.big-brother was
obtained via that route. I haven't used it in years, so I'll say no
more.
