Giles makes two phone calls in "Something Blue." The first one is
clearly to Willow (you hear Buffy and Willow's answering machine
message before Giles begins to speak) who is not home at the time, so
he leaves a message. The second one begins with Giles saying, "It's me
again...." So I'm guessing that the phone call in question was to
Willow and he left another message. This is part of the humor of the
episode with Giles trying to get Willow's help with a spell not
realizing that it is one that Willow herself has cast.
