The dots connect just fine between Consequences and Doppelgangland. At
the end of Consequences Faith has just saved Buffy from Mr. Trick, and
voluntarily returned to face the music for her accidental killing of Mr.
Trick.
At the beginning of Doppelgangland, the Council has sent a team to
Sunnydale to evaluate Faith, instead of taking Faith to them. Without
knowing about Faith selling them out the to Mayor--which had nothing to
do with Finch's death, anyway--it is quite reasonable for them to
conclude that Finch's death really was nothing more than a tragic
accident.
Earshot doesn't figure into it because even when placed in the right
position it follows Enemies. Having Buffy being able to read minds
during Faith's brief undercover career would have been a problem,
because they would have had to come up with excuses for Buffy not
reading Faith's mind.
