No.  Nor do I imply it.  Obviously the details of their stories are 
different.  I am saying that the risks with each are comparable and 
deliberately constructed by the series as a parallel.  They both are 
vulnerable to losing control and causing great mayhem.  They both have 
triggers that set them off.  (Willow actually has two.  Magic generally, 
plus Amy's spell - just to make the parallel with Spike more explicit.) 
They both have hidden emotional blocks to overcome before being able to 
operate reasonably safely.  They both want to be restrained.  (Spike 
physically with chains.  Willow by refusing to use magic.)  They both are 
pushed into operating without those restraints.  In the broad story
they're 
very much alike, with the primary contrast being the varying perceptions
of 
each by the characters.  Only Buffy (and maybe Andrew, who shares much of 
the parallel) treats Spike the same way everybody treats Willow.
