I thought that was the point of Giles sla****ng his throat so abruptly - to

kill him before he knew what they were doing and/or communicated with the 
other Bringers.  I'm not sure that would be effective (not enough 
information to know for sure), but at least it's something to address the 
issue.  With Wilkins it seems clearer that he must know what the plan is. 
(His first words were an echo of what had just been spoken in the room.) 
And Faith does nothing to recognize that a potential problem exists.
