That's a weird conclusion to come to from the evidence you give. If a
dialogue coach bases her accent on a specific part of Jamaica - and she
does sound like she's Jamaican - your conclusion is that they wanted her
to sound non specific? According to the actress she was told to speak in
a jamaican accent and certain things were only changed because you
couldn't understand them properly if you said them in full Jamaican
patois.
Also 'Rupert Giles' doesn't exactly sound like he's from California does
he so her Watcher's name is meaningless (Not that I know whether the
surname Zabuto can be found in jamaica or not anyway).
