Maybe she did call the league, or the local Off. Jenny.  Just because we 
don't
see it on camera doesn't mean it happens.  Probably Brock is drawing on
his
savings as they travel, but isn't shown using an ATM.

Or perhaps Dawn's mother has been watching the show all along ...
