The first season of PPG-Z aired in Japan from 01 July 2006 to 30 June
2007. I'm not sure when this English dub was done.

The original Powerpuff Girls was mostly a spoof of American superheros.
The show was definitely inspired by Anime. As often noted, the very
design of the girls is a parody of the Anime "big eye" look. But
honestly, virtually all cartoons made at that time show some Anime
influence. Look at how often "Dexter's Laboratory" used Anime effects!
Now "Powerpuff Girls Z" is produced by two Japanese studios (Toei
Animation and Aniplex) with the Japanese market in mind. Given the
target market, it is not surprising that the show went more in the
direction of a magical girls spoof.
The charge that PPG-Z is a rip-off of "Sailor Moon" is pretty silly. A
spoof, by its very nature, incorporates elements of the subject of the
spoof. Besides, one of the studios involved with PPG-Z (Toei Animation)
/produced/ "Sailor Moon", meaning that the charge amounts to saying that
Toei ripped off themselves! Personally, I think the folks at Toei
Animation are to be congratulated for having the guts -- and the sense
of humor -- to poke fun at one of their biggest hits.
