From Maison Ikkoku, it's obvious she CAN write a good ending if she really
wants to - and that alone could be construed as her just being greedy in
keeping the show going.
Anyways, the idea of a non-changing world comes from Japanese literature,
which was heavily influenced by Bhuddism, among which one of the ideas is
that existence is brief, and change is constant. You can see this in
other shows as well, like Tenchi.

Eva didn't give you bad tasting cake, it gave you a cockpunch and expected
you to not only enjoy it...but to worship its great wisdom.
Seriously, they should have just ended on the cliffhanger in episode 24 or
whatever, then used the uproar to raise money to do a proper Eva Season
2. They would have gotten it - and plenty more, I'm sure.
