Petraeus says religious and ethnic killings are down 75% since the surge.
The BBC, who keeps track of casualties in Iraq, says civilian deaths are
up 7% in August.
I wonder how they have to juggle to make sure that deaths are not counted
as religious or ethnic killings. Maybe they say that if no one actually
sees the attacker/killer with 'Sunni' or 'Shi-ite' written on his
forehead, it can't be counted as religious or ethnic.
