Probably.  I don't remember seeing many beach and pool shots that actually

show good T&A shots.  I don't count a fleeting, three-second glimpse of a 
bikini-clad woman or women as T&A.  IMO that's just background scenery. 
T&A 
is (to me) lingering shots that last a while, slo-mo shots of running,
i.e. 
belaboring the point long enough for your eyes to drink in the beauty
rather 
than just sniff the bouquet, to oddly mix a metaphor.
