My take is that every police department have differences in how there
crime 
labs are organized. H's background is that he has come from a patrol/bomb 
squad/detective background. Over the years, as he has advanced within the 
department, he has had various supervisory type positions. Going on this 
premise, he is now in charge of the crime lab, or at least one shift of
the 
crime lab. I see his role as more of a detective and supervisor/department

head than a tech.

A bit  off topic......

I live in a rather small town near Orlando. Today I was sitting behind our

police department's brand new ( Still  had the sticker in the window )
Crime 
Scene Investigation van at a stop light. I began wondering why a town of 
about 15,000 needed a CSI investigator, how we can afford it and if we
even 
have a lab. I don't remember a murder in our town in years. My conclusion
is 
that it is just some public servant's ego that seems to think we need a
CSI: 
Winter Garden......;)
