Well, that's not a traditional sheriff's department, the way the term is 
generally used and understood. Their web site indicates they serve as 
constables-- delivering court papers, serving eviction notices, etc. 
They're not even empowered to make criminal arrests; they can only make 
civil arrests and even then only upon judicial order-- "The Sheriff is 
authorized to make a variety of different types of civil arrests at the 
order of the court..."

Most jurisdictions have a local city PD, a county sheriff's department 
and court constables. In New York, it seems they're calling the 
constables sheriffs for some reason.

But my point still stands: NYC has no county level criminal law 
enforcement agency.
