Google. You'd be amazed what you can find out about someone with just a
quick search on the internet. Or he could be pay 20 bucks and sign up
for something like Choicepoint, which maintains info on everyone.

That only worked for cops in the old days. Now there are so many
information brokers out there that there's no way to scrub yourself from
all of them, even if they let you do it.

I always wonder how these bad guys seem to intuitively know exactly when
and where their target is going to appear in some huge structure like a
parking garage. How does he know what level her car is on? How does he
know which door she's going to use? How does he know she even drove to
work and isn't just going to be picked up out front by a friend,
colleague or family member? He just plants himself in one place in the
parking garage and hopes for the best and... wow, it always works out.
