I've always been curious about people who make that claim-- that it 
would "ruin the dram if..." when good drama doesn't need ridiculous 
leaps of logic and massive suspensions of disbelief to sustain it.

Of course to take it a step further, in your scenario, Willows would 
never be confronted at all since a guy lurking around a POLICE parking 
garage for days isn't going to be free to do it for long. Hell, it's 
amazing enough that he could get even into such a place in the first 
place. The security in our garage/motor pool is very thorough.
