Yes it was.  CBS blew off the big names in the pilot and went with
mostly unknows after moving the shooting location to Canada.
  
And then USA went further in cutting costs and got rid of 
more cast members.

Remember when Forever Knight started it was part of CBS's late night
series about crimes.   It was later picked up by USA which proceeded
to neuter the show. 

Blame CBS for the differences between the movie and resulting series.

You do realize once the show is picked (if the show is picked up) 
the network often makes changes from the pilot to suit it's 
desires for the series.  JP probably didn't like the changes but,
heck, his hands were tied.    The network bought the show based on
specific changes that they (CBS) insisted on.
