Jeb Hawkes pushing Victoria Winters over Widow's Hill?

In the Leviathan storyline, what was all that business about Peter
Bradford's ghost coming back and saying the Jeb Hawkes caused Victoria
Winters to leap off the cliff at Widow's Hill?  I thought we left
Peter and Vicki back in 1795 living happily ever after.  Or are we
supposed to assume  this event happened after the point at which we
left them?
