How is it that in the U.S. some neighbors gather to elect some
dictator to decide over what can and cannot stay in people's gardens
after his (in this case: her) personal preferences?
Isn't there some sort of governmental department or agency that
decides on these issues (if called upon) according to formal
regulations? In case of emergency, the police? At least that's how
it's done here.
