I assume you meant DVD.
One problem: for some very strange reason, Paramount is notorious for
not releasing shows on DVD unless they're convinced they can sell
incredibly well.  Just ask any fan of the show "Daria", or "Invader
Zim" (Paramount eventually sold the video rights to another company).
Here's what is probably a "best case" scenario:
1.  Fans ask Paramount for a Duckman DVD.
2.  Paramount releases a "best of" DVD, consisting of random episodes
from the different seasons.
3.  Because its definition of "best of" doesn't match anybody else's
(for example, "Duckman and Cornfed in Haunted Society Plumbers" (the
show's only Emmy-nominated episode) would be on there, and "Noir Gang"
probably as well), it doesn't sell very well.
4.  "See?  Nobody wants Duckman on DVD.  There will be no 'complete
season sets'."
(This is pretty much what happened with "Daria", except that (2) was
"release the two TV-movies on DVD" and (3) was "enough fans notice
that the second movie is the 'second broadcast' version that had
scenes cut from it to show commercials that they don't want it".)

Actually, most fans would probably burn their own DVDs, if the show
was still on USA (where episodes didn't have the cuts they have on
Comedy Central so they can show more commercials).
Besides, I have a feeling the real reason Duckman isn't on DVD has
something to do with the music and Zappa's estate, or some other
rights issue over which "we mere fans" have no control.
