As do I.  I will not purchase (I guess it is biased but oh well...) 
anything from somebody with a very low rating or excessive negatives.

I also tend to avoid people that will not deal with Paypal at all (just 
out of inconvenience on my part.)

But, to make it short, not only do I look at a person's ratings, I will 
go and find out what people said in the negative and neutral feedbacks 
to make up my mind as to whether I will deal or not.  

Some negative feedback does not necessarily automatically keep me from 
dealing.

Now, I am going to have to go look at this guy. :)
