I think his reasoning was that since editing is like rewriting, he
wouldn't do that.
He's also the showrunner so I think he has more power/ability to shut
down production; and he's hardly the only one whose shut down
production. Greg Daniels over at Office did it, Tina Fey at 30 Rock,
the Lost people and many others.
