There was an episode where Brian was searching for his mother and tracked
down her owner. The guy asked Brian which puppy was he, and he replied,
"I
was the one who could talk" (or something like that).

I also thought they clearly could not understand him, at least in certain
episodes. Or where the audience were hearing complete sentences they were
hearing gibberish or simple words. But as of late he seems to be
understood
by anyone whenever the script calls for it.
