Del-boy based on a Pearly King?

I heard the other day that George Major, the well known 'Pearly King
of Peckham', claims that Del-Boy Trotter was based on him.  Is there
any truth in this?  I heard he has the same sort of independent
trading background (although more respectable than Del-Boy!), is about
the same age, lived in Peckham with a younger brother and older uncle
at the time OFAH started, and even has a Reliant Regal, same as in the
TV series.  Is it coincidence, or did John Sullivan base his character
on him?
