She'd taken pain killers and a sedative. That's impaired.
Furthermore, she KNEW she was impaired. She's a nurse.

Liz is the one who was manipulating the investigating officer into not
turning in the paperwork "For the sake of poor little Jake, who would
lose the only family he's ever known." Nik wasn't doing that, nor was
Monica or Carly.
