No. She THOUGHT she was alright. Again, at worst, negligence.

Your definition of manipulation is not the same as mine. She didn't lie
to
him or mischaracterize anything. He's the one who said Sam would be out
for
blood. Also, he is hardly the investigating officer. He took himself off
the case. Plus he is a co-conspirator with Elizabeth and Jason. "I'm a
cop. It's what I do." Puh-leez! Monica is the only one manipulating the
investigating officer, whoever that might be, by falsifying and destroying
evidence. After her accident, Carly thought the same thing that Elizabeth
did, and didn't even give it a second thought. She might have considered
that she hit Sam, once she found out that Sam was hit; but she has no
conscience, so it didn't occur to her. And, Nicholas? The guy who is
abandoning his only child by committing suicide so he can get some nookie
on
the other side? At least Elizabeth is trying to protect her children.
What no one is considering is that it might not have been negligence by
anyone who hit Sam. It was raining and dark with low visibility, and Sam
ran (was chased) out into the road. It is likely that no one could have
avoided hitting her. The crime was in the running, and we know that no
one
ran. So it is a lot of manufactured drama, which is what soaps are, I
guess.
