Yes. It's pretty much standard procedure now that the most recent
season of a series doesn't air in reruns until the DVD of that season
is released. Used to be tied to the start of the new season of the
given series, but the studios are clearly tinkering with the release
windows that they allow the cable channels to start rerunning new
seasons in.

Yes, I think it's safe and reasonable to predict that season 7 will
starting airing on ABC Family at the the end of this next time around.
It's generally about a season per month, so that would be between
around mid-May/early-June, allowing for various holiday pre-emptions
-- mostly around Thanksgiving and Christmas-New Year's and perhaps
Easter. Because the channels start getting a little too creative with
their programming around holidays with not just typical Christmas
stuff, but also marathons disrupting the Friday of various
three-day-weekends (okay, and Mondays, too, the couple of times that
they're Monday holidays).
