At that time I was working as a bartender in college.   The worst move
was changing the drinking age, it forced drinkers out of the bars 
where bartenders could keep an eye on them and into cars where they
would drive drunk.    The 18-21 year olds were going to drink anyways.

I know I was a bartender at the time I also drank enough to keep the
alcohol industry very profitable.

But the bottom line 18 year old are going to drink anyways, do you
want it out in the open in bars where they know how to handle drunks
and watch for drinking problems, or do you want them going off and
drinking in their cars whie driving?  Because you have to know they
will be drinking somewhere.
