Clearly, you don't watch ER or you'd know that Rocket Romano was the
show's Frank Burns until the helicopter fell on him and after that,
Archie Morris became the show's Frank Burns, except that Morris,
unlike Burns, became a (marginally) competent doctor and comic relief
rather than comic antagonist. So, basically, Morris started out as
ER's Frank Burns and turned into the show's Klinger (with a dash of
Col. Flagg.)
