I would assume that Charlie was too busy helping Mara run the war to
stay in shape as a grunt.

War is about life and death. After losing a bunch of people, Charlie
wanted answers, bad. Had Cord seemed genuinely concerned and
apologetic in response, I bet Charlie would have lowered his weapon.

Beheading with a sword in one blow is probably tricky. But there are
other options. Some obvious choices: an axe, a circular saw, or a
cordless sawzall. They're not as elegant as the sword, but probably a
lot easier. Considering that Charlie could figure out a sniper rifle,
I'm sure he could figure out a sword or a sawzall.
