You can have a quiet talk with the building manager and explain your
concerns. The neighbor need never know unless she actually tries to
get them to break in for her. If you are concerned about needing help
and there's no one to know, those "I've fallen and I can't get up"
systems are very handy. My mother has one. I think it's not a bad idea
for anyone who lives alone ... and I'll be getting one eventually.
