The episodes you'd need would be from "The Doctor Dances" to the end 
of that season "Bad Wolf" for background on Jack.  "Tooth and Claw" is 
where "Torchwood" is founded (or rather, after that episode by Queen 
Victoria after the Doctor and Rose leave) and "Army of Ghosts" is 
where we find out about the present day organisation - Captain Jack 
isn't in that story however.

Season 2 has been a lot better than season 1 - but isn't that often 
the way?  First season is where they're finding their feet, so to 
speak, and getting the feel of the characters.

I think Ianto is becoming my favourite character - but even Owen is 
growing on me.
