Eve Myles?  No, she's Welsh.  100% Welsh as far as I know, born in 
Ystradgynlais, Wales.  She's very well known in Wales for her role in 
a local long running show "Belonging" - IIRC that's a Welsh language show.

Ianto - Gareth David-Lloyd - is also Welsh.

Burn Gorman - Owen - on the other hand was actually born in Hollywood, 
California, USA.  To British parents (actors).

And off-screen John "Captain Jack" Barrowman speaks with a Scottish 
accent :-)
