Born in Glasgow, Scotland, moved to the US when he was 8 years old,
picked up a good American accent as a form of "self defence" against
the local bullies, but as soon as he gets 'home' to his Scottish
relatives the old accent comes back. If you can find the Torchwood
"blooper reel" (it was on YouTube a while ago) you'll hear him - not
surprisingly when he swears, it's pure Scots <g> (and when he's joking
around with the cast).

She always sounds VERY Welsh to me. Quite like my cousins down in
Cardiff, in fact. Still, the Welsh are also a Celtic race, though the
language is from a different branch of Celtic to Scots or Irish
Gaelic, so maybe that's what you're hearing.

I dunno if Russel is a Whedon fan, but apparently James Marsters was
really keen to get a part in Torchwood, so when they wrote that
character, they had him in mind.
