The real queen was in disguise as the handmaid for security reasons -
the one in the royal robes was really the handmaid. She made a
striking target for any wanna-be assassins, allowing the real queen to
move about and act without trouble - until she actually needed to be
dressed in the royal robes and *be* the queen. (obviously she picked
handmaids that closely resembled her)
