Yeah. At least on JAG he had a *reason* to be there since he was Bud's
brother. In NCIS, there just doesn't seem to be a reason, except that he
needed to work, and so they created the part for him. Wonder why he
doesn't
go to work behind the camera, like David Bellisario does?
