God didn't lie. By omission or otherwise. He asked something of Joan.
She had free will to say NO, I won't pick up the trash. She chose to
obey Him, which she usually does (with some occasional kicking,
granted).
You're upset because she chose to obey Him in an instance where the
direct result in Joan's life was not positive. But this is no different
than any other time He has asked Joan to do something and she has
CHOSEN whether to do it or not, and then has had direct positive
results from it -- or, at least, neutral results. In either case, she
has a choice. In either case, God uses whatever happens to benefit Joan
and others -- even if, as this episode attempted to demonstrate, those
results aren't immediately apparent.
