If it was Joan's own act I agree that he is under no obligation to explain

the consequences and even feel He shouldn't in most cases.  When He asks
her 
to do something ostensibly for one reason, but really for another that is
a 
lie.  Whether or not the trash was a minor safety problem or not, that was

not His reason for asking.

Since God is omniscient and omnipotent, I agree no one and nothing can
force 
him to do anything.  He is perfectly free to lie to Joan and avoid any 
repercussions.  It still is lying.
