That is Kris Lemche, a very prolific Canadian actor. According to his
IMDB profile, he has two movies coming out this year, so I assume he has
been busy. He seems to like doing regular guest spots on TV shows, so
maybe he doesn't like to be tied down so he can do movies.
If you want to see more of him, you should check him out as Greg
Hillinger in the La Femme Nikita S2 DVDs (and later seasons when they
come out). He plays the nemesis computer geek of the resident computer
geek. It's quite a juicy role and he has a lot of fun. A warning,
though, he can be quite unlikable in the role, as opposed to his warm
Cute Boy God character. That is, unless you like to see the regulars
get flustered a lot.

There's also a neat little indie horror movie he did, My Little Eye,
which is like Big Brother, except with axe murders.
