Not the entire planet. In fact that is more rather selective, when
many just see them as a little foolish.
I guess it is true to say that those counties listed on Bush's "Axis
of Evil" list would class them as the enemy.

I am sure that they know that answer. They just never expected to pay
for their sins until WTC 9/11 came along. Now they are kind of peed
about it.
It is interesting to note that I never hear any real US citizen
response to things like even Osama Bin Laden quotes. Almost like they
cannot link A to C through B.
Take the 7 Day War for example. When the US well armed Israel at that
point, which they used to seize these lands that are now such an issue
for the region.
So at all points it comes back to the US arming these countries that
just cannot act responsibly with them. And the whole Cold War armament
battle between the US and USSR created a vast amount of death and
destruction across the entire planet.
I am quite sure that the amount of people who died from US weapons
during the entire Cold War even makes the numbers of Jewish people
killed by the Nazis look small.
The Middle East is a good production ground for terrorists because the
US made it that way. As when you arm one side so strongly, then the
other side has little choice except to sink to terrorist like actions.
So you could even say that Osama Bin Laden is a product of the US
created terrorist training facility within the Middle East.
You just have to wonder if the US knows what it is doing wrong? You
can also ask if they really care? After all they have been trying to
reshape this planet into a democratic capitalist consumer system for a
long time.
So what is are thousands of dead, when they will soon be able to sell
Pepsi Cola to this new consumer market of Iraq?
