Who's the guy with the video camera?

Just after the chase with Hurley ends, and the police are racing over to
his vehicle, you see a guy standing there, wearing a tie and a
redish/orange vest, and video taping the whole thing.     The camera
does a slow take on him, so I assume he's of some im****tance to the
series.   

Could he be Randy?  ...He does bear a slight resemblance to him.
