Taking a cue from Miles' vacuum device, if you look at the Wikipedia
entry for Maxwell's Equations "In a vacuum, without charges or
currents" at

, note the following:
"Maxwell discovered that this quantity c is the speed of light in
vacuum, and thus that light is a form of electromagnetic radiation."
Follow that up with: "The speed of light in a vacuum is an im****tant
physical constant denoted by the letter c for constant or for the
Latin celeritas ('swiftness'). It is the speed of all electromagnetic
radiation, including visible light, in a vacuum."
