You've never been to a dog-shelter?  I do volunteer work for a local one
and 
that is how the cages look more or less.  True, the area in which the 
animals are housed looks a lot different and we don't have Ben sitting in 
the middle of it all sewing up bullet wounds, but you can't have
everything.
