My guess is that its the militant team that were skeet shooting on the
deck 
of the frieghter. Last week's episode stated that Frank was to be flying a

mission after he gave Sayid and Desmond lima beans, and after the meeting 
with the captain, Sayid noted that the chopper was gone, and asked why.
The 
doctor told him Frank was running an errand, and Sayid rather pointedly 
asked if it was to the island, and the doc replied "You see anywhere else 
he could land?" So, to me, the shooters are the militant team from the 
frieghter, dropped off by Frank during last week's episode.
