He is an effective liar.

Also, there is some benefit to him to have his people think that
he was born on the island.  Richard knows better (probably), but
it is unclear how many of his current people date back that far.

And he is a flexible liar.  I believe we first heard him say that
to Jack, in his separate prison where he couldn't talk with
Kate/Sawyer.  But the admission of lying was to Locke, who was in
"I want some answers" mode.

He plays to his audience, and he does so smoothly enough that you
don't always see the play until later when he turns another card.

Great villain, as evidenced by the fact that we all want him dead
-- painfully -- and yet he will probably end the series better off
than most of the Losties.
