It would seem that bearded Jack was at rock bottom but he could easily
have 
had a drug/alcohol addiction (even a heavy addiction) at the point he 
visited Hurley.

Meeting somebody at night isn't odd at all. And from a production 
standpoint, the shadowns on their faces and the reveal of Kate from the 
darkness set the mood much better than a bright sunny day would have.
What's 
a little odd is his choice of meeting place and the fact that they'd met 
there before.
